Plot Outline:
Fred Thorpe(Norton) is the second in command of the P.I.D.D.(Paranormal Investigation and Defense Department). He is also the field Leader. He leads a task force into Equilateral Africa. They are following Alexi Tarasov(Stormare). Tarasov is looking for The Fountain of Youth. Thorpe and his group encounter Tarasov's men in a village near the fountain. A fire is ignited and begins to burn the village and surrounding jungle. As he is fleeing, a chimp falls into the fountain.
The chimp is endowed withh the ability to speak and understand any language, a super intelect, and eternal youth. The chimp comes across Thorpe's group. After Thorpe realizes the chimp is special, he takes him to America. There he meets the P.I.D.D. department head, Garret Butler(Eastwood). The chimp is brought into the ranks of The P.I.D.D.. He is made an investigator, because of his exemplary deductive reasoning. He and Thorpe become partners, and start investigating Tarasov. Along the way Detective Chimp, who has taken the name of Bobo, is intorduced to the vices of humanity.
After he and Thorpe have a falling out, he starts his own investigation into Tarasov. Once he discovers Tarasov's plan, he and Thorpe must settle their differences and team up with a legendary mystic. Together they must stop Tarasov from realesing The Spectre onto the world.
